Flaylock pistol is definitely a good sidearm for this role. Actually I created my scout as a shotgun/flaylock combo, but realized that I was doing all my short range attacking with the flaylock so swapped the shotgun for a sniper and it's amazing....

5% of 210 is only 10.5. Depending on which suit you have you won't have anymore than 210 for your base armor or shields (actually less since logis take a slight hitpoint penalty from basic suits). Just a lot of skill points for barely any gain, so...
